It is unable to be translated exactly but this would be the closest meaning. In Latvian there are prefixes and suffixes which change the meaning. A tilts is a 'bridge'; adding -ins makes it a little one, even though the word for little is different, it would not be used after Tilts as it would not be proper Latvian and sounds strange.
