This surname is derived from a geographical locality. 'at the trow,' i.e. trough. 'Trow, a trough': Halliwell. Mr. Lower quotes Mr. Ferguson as saying, 'Trow, Troy, and Try are different forms of True, as Old Frieslandic trowe. troiwe, German trru.' It may be so. The evidence is altogether against it as regards Trow. Residence by an artificial trough, or a natural trough in a stream, seems the inevitable solution, judging by my first and earliest instances.
