Civil & Ecclesiastical Jurisdiction

Historical Description

Carmarthenshire, called by the Welsh Swydd Caer-vyrddin, is bounded on the north by Cardiganshire, on the east by Brecknockshire, on the west by Pembrokeshire, and on the south by Glamorganshire, and part of the sea. It extends from east to west above 45 miles, but in the contrary direction little more than 20. The general surface of Carmarthenshire is hilly; and in the northern and eastern parts the hills rise into mountains. The vales for the most parts are narrow, and the hills rise abruptly from the skirts of small valleys, with which this district is almost every where intersected; but the vale of Tywi is the principal of the level tracts, extending 30 miles up the country, with a breadth of two miles, and abounds in picturesque beauties. The principal rivers are the Tywi and Tav; the former rises in Cardiganshire, and enters Carmarthenshire at its north eastern-corner, and takes its course to the south. The climate of Carmarthenshire is not favourable to wheat, barley succeeds better; but the most profitable crop is oats, of which large quantities are exported annually to Bristol and other places.

Numbers of black cattle are bred in the county, and much butter exported yearly. It has been extremely well wooded, but great waste has of late years been made of the timber; coals and limestone are plentiful, with a few lead mines.

Carmarthenshire is divided into six hundreds, containing six market-towns and 87 parishes, within the diocese of St. David, and the province of Canterbury, with 77,217 inhabitants. It returns two members to the Imperial parliament; one for the county, and one for Carmarthen.

MEMBERS ELECTED 1895.

Carmarthenshire formerly returned two members for the undivided a county, but under the provisions of the “Redistribution of Seats Act, 1885,” it now returns the same number in two divisions.

No. 1, the Eastern division, comprises the sessional divisions of Llandeilo (except so much as is comprised in division No. 2), and Llandovery (except so much as is comprised in division No. 2) and Llanelly.

No. 2, the Western division, comprises the sessional divisions of Carmarthen, Llanboidy, Llanfihangel-ar-Arth, Newcastle Emlyn and St. Clears, the municipal borough of Carmarthen, and the parishes of Llanegwad and Llanfynydd in Llandeilo sessional division, and Llansawyl and Pencarreg in Llandovery sessional division.

The force consists of a chief constable, deputy chief constable, 2 superintendents, 4 inspectors, 14 sergeants & 55 constables.

County Councils of South Wales

Local Government Act, 1888, 51 & 52 Vic. c. 41.

Under the above Act, after the 1st April, 1889, for the purposes of the Act, each of the counties above mentioned, except certain boroughs for which see below (a), became a separate and distinct administrative county (sec. 461-b) governed by a County Council, consisting of chairman, aldermen and councillors (the number of councillors determined by the Local Government Board), and elected in manner prescribed by the Act (sec. 2).

The chairman of each council, by virtue of his office, is justice of the peace for the county, without qualification (sec. 46).

The police for each county is under the control of a standing joint committee of the Quarter Sessions and the County Council, appointed as therein mentioned (sec. 9).

The coroners for each county are elected by the County Council, and the clerk of the peace appointed by such joint committee, and may be removed by them (sec. 83—2).

The administrative business of each county (which would, if this Act had not been passed, have been transacted by the justices) is transacted by the County Council.

(a) The following large boroughs shall for the purposes of this Act be administrative counties, to be called County Boroughs (sec. 30), of which the municipal authority has the power of a County Council (sec. 31)-Cardiff and Swansea.
