Historical Description

COGAN or Cogan Pill is a parish, abutting on Penarth docks, on the high road from Cardiff to Penarth; the increase of the parish has been contemporaneous with and may be traced to the progress of Penarth port; it is 3 miles from Cardiff, in the Southern division of the county of Glamorgan, Dinas-Powis hundred, Cardiff union and county court district. The parish is governed by the Penarth Urban District Council. The old parish church of St. Peter, after having been roofless for nearly a century, has been restored by the Marquess of Bute, and re-opened. The register of baptisms and burials dates from 1785; marriages, 1786. The church of the Holy Nativity, Cogan, erected at a cost of about £2,500, is a building of local blue lias stone in the Perpendicular style, and consists of chancel, nave, south transept, organ chamber, vestry, and south porch. The site was given by Lord Windsor. There are 311 sittings. The living is a rectory, amalgamated with the rectory of Llandough and Leckwith, net yearly value £200, in the gift of trustees, and held since 1894 by the Rev. Frank Ernest Williams. There is a Church Mission room in Cogan village, which is served from Llandough. The Free Methodist chapel, erected in 1883, at a cost of £1,400, has 350 sittings, 110 being free. The Marquess of Bute, who is lord of the manor, and Lord Windsor are the principal landowners. The soil is principally clay; subsoil, marl and blue lias. The chief crops are wheat, barley and oats. The area is 723 acres; rateable value, £4,680; the population in 1891 was 1627.

A School Board of 5 members was formed in 1882, for the united district of Llandough and Cogan; F. E. Hughes, clerk to the board; William Richards, attendance officer.

Board School, built in 1884, and enlarged in 1893, for 165 boys, 165 girls & 170 infants; average attendance 142 boys, 106 girls & 137 infants. A. Morgan, infants’ mistress.
